Why are some paper canisters called "3 piece canisters"?

A 3 piece canister is a specific style canister. It is comprised of three paper tube components: top, base, and neck. The top component has a permanent metal end applied to the top. The base component has a permanent metal end applied to the bottom. The neck component is glued into the base; the top fits snugly down over it.
